各区、县人民政府,市政府各委、办、局,各市属机构:改革开放以来,本市旅游业迅速发展,在促进对外开放、推动国民经济增长、增加就业和提高人民生活质量等方面发挥了重要作用。同时也必须看到,目前北京旅游业与建设全国旅游首善之区和世界旅游名城的目标相比,还有较大差距。为贯彻落实《国务院关于进一步加快旅游业发展的通知》(国发[2001]9号)精神,全面推进本市旅游业的发展,特作如下通知:一、加快旅游业发展的指导思想
