APEC无疑是当今世界区域合作的一个崭新形式,也是第一个跨地域、跨文化、跨制度的世界型区域经济合作组织。这个崭新形式区别于WTO和东盟或北美自由贸易区,它的运转不是靠谈判或规则,而是靠倡导和协商,采取“自主参与、集体协商、共同承诺”的方式。 我们注意到APEC经过十二年的发展已经建立了一整套运转机制。APEC通过成员主动承诺、东道国计划来积极推进的机制;通过高官会——部长会议——非正式领导人会议的机制,使像美国、日本
APEC is undoubtedly a brand new form of regional cooperation in the world today and is also the first world-wide regional economic cooperation organization with a trans-regional, cross-cultural and cross-institutional framework. This new form is different from the WTO and the ASEAN or North American Free Trade Area. Its operation is not based on negotiations or rules but on the basis of “advocacy, collective consultation and joint commitment” through advocacy and consultation. We have noticed that after 12 years of development, APEC has established a set of operational mechanisms. Through its members ’initiative commitment, the host country plans to actively promote the mechanism.
