按照城乡统筹的思路,从国际经验出发,需要在几个方面进行制度创新:其一,针对现阶段区域之间巨大的经济社会差异,采取非均衡的发展战略,逐渐弥合区域之间差别,实现区域经济的均衡发展。其二,不断调整城乡就业结构,转移滞留在农村、边际效率为零的农业劳动力,努力降低产业结构和就业结构之间的偏差。其三,通过实施多元化的城镇化发展战略,增加农民就业,刺激农产品消费,增加农民收入,实现城乡结构的良性转换。
According to the idea of overall planning of urban and rural areas, starting from international experience, we need to make institutional innovations in several aspects. First, in light of the huge economic and social disparities between regions at this stage, we adopt a non-balanced development strategy to gradually bridge the gap between regions and achieve Balanced Development of Regional Economy. Second, it is necessary to constantly adjust the employment structure in urban and rural areas and shift the agricultural labor force in rural areas with marginal efficiency of zero and strive to reduce the deviation between the industrial structure and the employment structure. Third, through the implementation of diversified urbanization development strategies, increasing employment of peasants, stimulating the consumption of agricultural products, increasing the incomes of peasants, and achieving a healthy transformation of urban-rural structure.
