Introduction The interpretation of administrative law in the context of this article refers to the legal activities that judges took to interpret legal norms in order to be accurately applied to the cases to be adjudicated in administrative litigation. In the background of philosophical hermeneutics, traditional (civil) law hermeneutics emphasizes the interaction between norms and facts in the process of legal interpretation, and determines each other.
