1992年4月25至27日,中纪委派驻新闻出版署纪检组邀请云南、广东、四川、湖南、湖北5省新闻出版局有关负责同志在武汉座谈,探讨新形势下新闻出版系统纠正行业不正之风工作。与会者分析了近年来新闻出版系统行业不正之风的主要表现:1、协作出版中扩大出书的范围、对象。有的协作出书演变为买卖书号。2、人情稿、职称稿、美人稿。编辑间互相编稿,交换设计,互登稿件。3、印刷环节中加印代卖,侵权盗印时有发生。有的甚至承印非法出版物。4、发行中,订货会越开规格越高,有些业务员进货时,不是根据需求,而是凭感情,讲关系,甚至按有无回扣来决定进货品种和数量。
