理顺党的决策权与人大决定权的关系,党委要明确决策科学化、民主化和合法化对于自身执政地位和国家发展的重大意义;党委要深刻理解和高度重视人大决定权的地位和作用,充分信任人民的智慧,充分发挥人大把握重大问题的作用;人大应积极开展对党委拟决策的重大议题的调查研究,并提交调研成果;要完善财政预算审批制度,进一步理顺党委与人大的关系。
To straighten out the relationship between the decision-making power of the party and the decision-making power of the NPC, the party committees must make clear the great significance of scientific decision-making, democratization and legalization for their own governing status and for national development. Party committees must profoundly understand and attach great importance to the status and role of NPC decision power , Fully trust the wisdom of the people and give full play to the people’s congress’s role in grasping major issues; the NPC should actively carry out investigations and studies on major issues proposed by the party committees and submit research results; and improve the examination and approval system for fiscal budgets so as to further straighten out the differences between the party committees and the NPC relationship.
