1949年2月,中共闽粤赣区党委决定成立财政经济委员会,由区党委书记魏金水兼主任,陈明、林映雪为副主任,张狄为秘书,陈明主持财委日常工作。成立之初,人员极少,除上述同志外,还有陈萍(女)、余坚(女)、郑念以及几位警卫员,与区党委机关同住一院。财委刚成立,要做的事情很多。在陈明领导下,首先抓收入,保证边纵在前方打胜仗。财委通知独八大队(税收大队)将在韩江流域收缴的税款和各项实物上交统一分配。独八大队就陆续派人送来了收缴的钱物,有银元、港币,有布匹、药品、力士鞋、毛巾、肥皂、电池、牙膏以及其它食物。当时
