According to the resolution of the Tenth National Congress of the German Socialist Republic, the German Democratic Republic is continuing its transition to an intensive development. The factors of extensive growth have virtually disappeared. The problem of scarcity of labor resources has become increasingly acute, and the costs of scientific and technological development and the cost of mineral exploration have been on the rise. The cost of producing one ton of lignite today is 0.5 times higher than it was ten years ago.
