如今,产业集群已经成为地方经济发展主要推动力,其发展能否顺畅与地方政府的职能定位是否准确密切相关。地方政府通过“合理作为”能够为产业集群形成与发展创造条件和提供强大的动力,但其“不作为”和“不当作为”也都会给当地产业集群的发展带来阻碍。本文以肃宁皮毛产业集群和隆尧方便食品产业集群的产生及发展为样本进行分析,认为地方政府可以从夯实基础、规范行为、加强引导、完善网络四个方面入手,充分发挥地方政府经济职能,为地方经济发展提供强大的推动力,为地方经济调结构、增内涵提供空间。
