在普及九年义务教育的进程中,流动人口中适龄儿童、少年接受义务教育的问题日渐突出,引起了社会各界的广泛关注。一方面是各大中城市、边贸城市、新建城市流动人口数量不断增加,另一方面是流入地的基础教育办学条件有限,很难完全接纳如此大数量的外来流动人口子女在本地的全日制正规学校接受义务教育,从而产生了这部分儿童、少年入学难的问题,有的甚至因暂住地附近无学校可上而辍学、失学。这一问题如不及时加以解决,一代新文盲就可能从这里“滋生”。
In the course of popularizing nine-year compulsory education, the issue of receiving compulsory education for the school-age children and adolescents in the floating population has become increasingly prominent, attracting wide public concern.
