一是参与意识。经济工作是全党的中心任务,社会主义市场经济体制的逐步建立。客观上要求政府办公室必须转变职能,树立主动参与经济工作的意识,对经济工作实施宏观调控。二是创新意识。办公室工作在参谋服务中既不能脱离上级决策,又不能采取。拿来主义”,更不能唯书唯上,而应多一些创造精神和创新意识,敢于和善于从实际出发,为部门和政府决策提供高信息含量的建议。
