制度是反腐的最有效武器,再好的制度,如果不去执行,也会形同虚设。许多法规制度之所以没有发挥应有的效力,一个重要原因就是执行不力。然而制度执行是否得力,取决于制度自身的科学性。无论是制度创新还是旧有制度整合,都必须充分考虑到制度与制度要素的有效衔接、制度与机制的有效衔接、制度与人的有效衔接、制度与法律的有效衔接等。加强制度的整体关联性,才能形成科学、严密、配套、管用的反腐惩防体系。
System is the most effective weapon against corruption. No matter how good the system is, it will not be implemented if it is not implemented. One of the important reasons why many regulations and systems fail to exert their due effectiveness is their poor implementation. However, the effective implementation of the system depends on the scientific nature of the system.
