人权是一个历史的、发展的概念。在联合国及有关国际人权组织的推动下,人权国际保护的内容在不断扩大。中国对人权国际保护的立场和态度以及中国的人权状况如何,经常成为世界注目的焦点和中心。只有将人权的普遍性原则与各国的具体情况相结合,严格区分人权的国内法属性和国际法属性,在尊重国家主权和不干涉内政原则的基础上,国际人权保护问题才能获得解决。
Human rights is a historic and developmental concept. With the promotion of the United Nations and relevant international human rights organizations, the content of international protection of human rights is constantly expanding. China’s position and attitude toward the international protection of human rights as well as the human rights situation in China have often become the focus and center of attention in the world. Only by combining the universality principle of human rights with the concrete conditions of all countries and by strictly distinguishing the domestic law attributes and the international law attributes of human rights, international human rights protection issues can be solved on the basis of respecting the principles of state sovereignty and non-interference in the internal affairs.
