本省原有工业基础薄弱,经营管理方面亦很落后,自五○年八月本省首届各界人民代表会议后,两年来,在共产党毛主席和人民政府的正确领导下,贯彻了依靠工人、团结与改造职员、技术人员(在合营与私营厂矿中并团结资本家及其代理人),搞好生产的正确方针,有计划、有步骤地恢复与改造了旧企业,并有重点地进行了基本建设工作。现在仅就这两方面的工作概况,简要报告如后:
