最近,国务院转发了外经贸部、外交部、国家计委、国家经贸委、财政部、人民银行等六部门《关于大力发展对外承包工程的意见》。《意见》认为,目前我国完全具备了进一步发展对外承包工程的能力和条件。为了认真贯彻落实中央关于“走出去”的开放战略,现将《意见》摘登如下,供企业参考。
Recently, the State Council has forwarded the “Opinions on Vigorously Developing Foreign Contracting Projects” issued by the six ministries and commissions including the Ministry of Foreign Trade and Economic Cooperation, the Ministry of Foreign Affairs, the State Development Planning Commission, the State Economic and Trade Commission, the Ministry of Finance and the People’s Bank of China. According to the Opinion, at present, China fully possesses the capability and conditions for further developing its foreign contracted projects. In order to conscientiously implement the Central Government’s opening-up strategy for “going global”, the “Opinions” is now compiled as follows for reference.
