中国农村基层“乡政”与“村治”的良性对接 ,是指两者在结构、机制和功能上的有机性、联通性和整体性。它是农村经济体制改革的产物 ,蕴涵着制度创新。其理论基础是政治体系中国家与社会的辩证关系。 90年代以来“乡政”与“村治”之间存在的非良性对接的现象 ,具有复杂的背景和深层的原因。坚持党的领导 ,依法治国 ,全力推进村民自治和依法行政 ,发展农村经济 ,扩大基层民主 ,调动农民的积极性 ,保持农村社会的稳定 ,是实现“乡政村治”由非良性对接向良性对接转换的基本对策。
The benign connection between “rural governance” and “village governance” at the grassroots level in rural China means that the two are organic, interconnected and integrated in structure, mechanism and function.
