在土地资源趋紧的今天,贵港市港南区八塘镇走出一条“零土地”招商的路子。2004年,全镇新办的8家企业全部不占用耕地,其中4家利用闲置厂房,4家利用闲置场地,通过盘活、调整、压缩,充分利用单位面积闲置土地60亩,盘活闲置厂房3.5万平方米。港南区八塘镇与贵港市江南工业集中园区紧相连,辖区内黏土资源十分丰富,具有发展工业得天独厚的条件。但分管企业的副镇长梁训军说:“可用于工业开发的土地一寸都没有了。前几年有好几个项目,因为土地无法解决,只能眼睁睁地看着‘煮熟的鸭子’飞走了。”八塘镇党委、政府经过综合分析,认为“招商引资上项目必须解决好工业用地与占有耕地的矛盾,利用闲置土地和厂房、完善跟踪服务,是做好工作的关键”。
