发行福利彩票,筹集福利彩票公益金,是国家为发展社会福利事业制定的一项特殊政策,也是国务院赋予民政部门的一项重要职责。在湖北福利彩票发展历程中,全省各级民政部门和福利彩票发行机构充分践行“以民为本、为民解困、为民服务”的核心理念,大力促进社会福利事业的发展,有力推动其他社会公益事业的进步,创造了大量的就业机会和税收,丰富了社会主义精神文明建设的内容,为保障困难群众基本权益、构建社会主义和谐社会做出了重要贡献。24年来,湖北省累计销售福利彩票260多亿元,筹集公益金80多亿元,资助兴办社会福利、社会救助、社会公益项目16000多个,惠及800多万人。其中,“梦圆大学--福利彩票情系孤儿大学生”资助活动等3个项目,2011年10月被民政部命名为全国优秀福利彩票公益金项目。
