妇幼卫生在本省的现实情况下,是一个急待开展的工作,在这个工作中,又以减少产褥热和破伤风为最急迫,但值此助产人员十分缺乏的今天,要搞好这个最迫切的工作,就不得不从改造旧接生婆做起;因此,在第二届卫生行政会议上通过的本年度工作计划中,决定了以改造二千名旧接生婆为全省性的妇幼卫生工作中心任务,并且作出具体的人数分配,不过,因为各地实际情况不同,未便统一规定办法,为求顺利完成这一任务,特作如下指示,希望结合各地情况坚决贯澈执行:
Maternal and child health is an urgent task in the realm of our province. In order to successfully accomplish this task, the following instructions are specially envisaged. We hope that the directive will be resolutely implemented in light of the situation around the country.
