１８９８年（清光绪２４年）以来，水文资料整编一直使用原始而古老的计算工具——算盘、手摇计算器、计算尺。繁重的计算、统计、分析全部由人工来完成，费时费力，很难保证成果质量。１９７７年水文系统着手研究应用计算机整编水文资料，１９８８年结束了手工整编的历史，创立了计算机整编水文资料的新纪元。提高降水量整编工效１５倍，提高水流沙整编工效７倍，极大地解放生产力，推动科研进步，提高水文资料科学管理水平。为全面实现水文现代化奠定了坚实的基础。经济效益、社会效益显著。
