公共图书馆新馆建设的浪潮让旧馆再利用成为不可忽视的问题。目前,我国省级和副省级城市公共图书馆旧馆利用总体上延续了原有使用功能,但市县公共图书馆旧馆被挤占挪用、随意拆除迁建,甚至拆除后长期未建等现象相对较多。我国公共图书馆旧馆的规划利用应以相关政策为依据,在行业调研和社会调查的基础上,坚持大众服务与专题服务兼顾原则,依法处理好文物保护与功能提升的关系,结合建筑实际和文献基础、立足完善体系和构建网络开展合理的统筹规划。
