去年10月以来,石油价格的连连下挫引起国际社会很大反响,也触发了我们对石油这一特殊能源的考察与思考。在世纪之交,这样的思考尤为必要。在这里,我们向读者奉上一个石油问题专辑。我们要特别感谢上海国际问题研究所,不久前他们与美国兰德公司、哈佛大学肯尼迪政治学院联合主办了“美国、中国和波斯湾及里海盆地的能源安全”国际研讨会,本期不少文章均来自这次会上的精彩发言。
Since October last year, the continuous drop in oil prices has aroused great repercussions from the international community and triggered our investigation and reflection on this special energy source. At the turn of the century, such thinking is especially necessary. Here, we offer readers an album of oil issues. We are especially grateful to Shanghai Institute of International Studies. Recently, they co-hosted the International Symposium on Energy Security in the United States, China, the Persian Gulf and the Caspian Basin with RAND Corporation of Harvard University and Kennedy School of Government of Harvard University. Many articles in this issue All come from the wonderful speech at this meeting.
