1980年以来,特别是1983年地、市合并后,我们在逐步普及初等教育的基础上,一直把初中作为整个普通教育工作的重点来抓,每次工作会议,每学期工作计划都把加强初中教育放在突出的位置上,不断提高对初中教育重要性的认识,统一上上下下的办学指导思想,增强办好初中的自觉性。我们认为:初中教育既是普通教育中承上启下的关键阶段,又是长期以来不被人们重视的薄弱环节。忽视初中教育,整个普通教育的关系就理不顺,教育质量也难以提高;大部分初中毕业生要就业,要从事各种生产劳动,他们的文化、思想素质如何,对发展经济关系极大。因此,我们决心下大力量提高初中教育质量。然而,提高初中教育质量的主攻目标是什么?是升学率还是合格率?

Therefore, we are determined to make great efforts to improve the quality of junior secondary education. However, what is the main goal of improving the quality of junior high school education? Is the enrollment rate or pass rate?
