为了进一步完善我国公务员制度,根据中共中央转发的《八届全国人大常委会立法规划》的要求,从1994年3月开始,国家人事部组织专门力量以《国家公务员暂行条例》为基础着手制定公务员法,经过近两年的艰辛工作,形成了《中华人民共和国公务员法》(征求意见稿),将在广泛征求意见,进一步修改完善后,提交国家法制局和全国人大研究审定并正式立法。
In order to further improve the system of civil servants in our country, according to the requirements of the “Legislative Planning of the Eighth NPC Standing Committee” forwarded by the CPC Central Committee, starting from March 1994, the special forces of the Ministry of Personnel organized the formulation of civil servants based on the Provisional Regulations for State Civil Servants Law. After nearly two years of arduous work, the Civil Service Law of the People’s Republic of China (Draft for Commenting Opinions) has been formed and will be solicited extensively for comments and further revised and perfected. It will then be submitted to the National Legislation Bureau and the National People’s Congress for examination and approval and formal legislation.
