第六次全国人口普查结果显示,我国60岁及以上老年人口已达1.78亿,占总人口的13.26%,预计到2020年,我国老年人口将达2.43亿,约占总人口的18%,加快养老服务建设刻不容缓。随着政府采购法的出台及各地政府的相继试验,社会组织在提供养老服务方面的作用越来越突出。李克强总理于十二届全国人大三次会议上首次提出“互联网+”行动计划后,各领域与互联网的合作程度不断加深。“互联网+养老”模式应运而生,但在资源整合、制度完善、人员培训、社会监督等方面还有很大的发展空间,因此,构建并完善“互联网+社会组织参与政府购买养老服务”平台乃是大势所趋。本文从时代背景、社会现状入手,对其可行性进行分析,并提出具体的推进思路。
According to the results of the Sixth National Census, the population aged 60 and above of our country has reached 178 million, accounting for 13.26% of the total population. It is estimated that by 2020, China’s elderly population will reach 243 million, accounting for about 18% of the total population, accelerating Pension services building without delay. With the promulgation of the government procurement law and the successive tests by the local governments, social organizations have become more and more prominent in providing pension services. After Premier Li Keqiang first proposed the “Internet +” plan of action at the Third Session of the 12th NPC, the cooperation with the Internet in various fields has been deepening. However, there is still much room for development in terms of resources integration, system improvement, personnel training and social supervision. Therefore, it is necessary to establish and improve the “Internet + social organizations to participate in government purchase of pension Service ”platform but the general trend. This article starts with the background of the times and the current situation of the society, analyzes its feasibility and puts forward concrete ideas of promotion.
