对外开放以来,出于对国内市场及工业保护以及解决外汇收支平衡问题的需要,与全国一样,福建省在吸收外商来闽直接投资中对外商投资企业产品进入国内市场作了严格的规定,将产品出口或大部分出口(往往在投资合同中订立出口比例,下称“高外销”)作为外商投资立项的一个重要前提条件。这几年来,随着本省经济环境的变化,外商要求开放国内市场的呼声日甚。市场开放已成为我们在吸收外资中面临的一个急待解决的问题。
Since opening to the outside world, due to the need for domestic market and industrial protection and the settlement of foreign exchange revenue and expenditure, as in the entire country, Fujian Province has made strict regulations on attracting foreign-invested enterprises to enter the domestic market in foreign direct investment. The export of products or most of the exports (often set in the investment contract, the export ratio, hereinafter referred to as “high export”) as an important prerequisite for foreign investment projects. Over the past few years, with the changes in the economic environment in the province, foreign investors have been increasingly demanding to open up the domestic market. The opening of the market has become an urgent issue that we face in absorbing foreign investment.
