企业素质同其它物质一样,是客观存在的。但经过精细加工,其质量会发生变化,所以在不同时期衡量企业素质的标准也有所不同。在新的历史条件下,对企业素质应采用新的衡量标准,才能推动企业素质的不断提高,以适应现代化的要求。北京燕山石油化工公司推行经济责任制以来,由于人们对企业素质有了新的认识,从而使企业素质有了很大提高,并进一步体会到企业内部的经济责任制是提高企业素质行之有效的方法。
