近年来,国民经济快速发展,苏北地区的二、三产业也取得较快发展。但一些问题也逐渐显现,环境污染、能源短缺、劳动力素质较低、劳动力结构性短缺、运输成本居高不下、区域间产业结构趋同、技术研发投入不足引发工业产品附加值低等问题困扰着二、三产业的产品升级换代和产业结构的优化调整。同时如何利用政策工具包括税收政策去有效引导苏北二、三产业的优化调整应该引起理论界和相关职能部门足够重视,不断深入研究,查找在二、三产业结构调整中现行税收政策引导作用存在的问题,找出解决问题的具体思路。
