汽车产业是我们国家支柱产业之一,虽然汽车的整车以及零部件产业产量很大,但是技术含量不高。如何提高汽车零部件产业技术水平是企业以及政府面临一个难题。本文站在政府作为管理者的角度,以技术创新与知识产权保护之间的辩证关系为主线,讨论了政府在汽车零部件产业技术创新活动中构建的技术创新战略联盟、维护公平竞争环境、实施优惠的财税政策以及政府知识产权管理问题,阐述了政府的管理应尊重市场规律、注意制度成本与市场收益的比较,以及建立明晰的产权制度和实施有效行政与司法救济。
The automobile industry is one of the pillar industries in our country. Although the automobile and the components and parts industry have large output, the technology content is not high. How to improve the technical level of auto parts industry is a challenge for enterprises and the government. From the perspective of the government as a manager, this paper focuses on the dialectical relationship between technological innovation and intellectual property protection. It discusses the strategic alliance of technological innovation established by the government in the technological innovation activities of auto parts industry, and maintains the environment of fair competition. Preferential fiscal and tax policies and government intellectual property management issues, elaborated on the management of the government should respect the laws of the market, pay attention to the comparison of system costs and market returns, as well as the establishment of a clear system of property rights and the implementation of effective administration and judicial relief.
