最近几年来,有不少单位的工会财会人员调动频繁,特别是基层工会财会人员频繁调动的情况更为严重,对工会财务工作有很大的影响。笔者认为,产生财会人员的调动,有如下几种因素:①基层工会的财会人员大都由行政方面兼任,本部门内部的业务负担较重,同时又兼管工会财务,显得精力不足,或者忙不过来,而要求更换的。②有的财会人员责任心较强,工作坚持原则,抵制不正之风,而被借故调离的。③因变动了工作单位而调动的。④有的工会财会人员认为工会财会工作没有地位,在工作中得不到理解和支持,本人主动要求调动的。⑤由于财务制度不健全,财务管理比较混乱,造成工会财会人员犯错误而更换的,等等。为了确保工会财会人员的相对稳定,笔者认为必须采取如下措施:
