The article introduces the background, principles and framework of the welfare of citizens in Seoul and the major projects. It points out that the establishment of welfare standards for citizens in Seoul helps to promote South Korea’s advancement toward universal welfare states and is worthy of reference in expanding the welfare of major cities in major developing countries in Asia.
