四川省巴中县共有农村党员30479名,其中农民无职党员24375名,占农民党员总数的79.9％。为了发挥无职党员的作用,三年多来,我们从农村实际和无职党员特点出发,逐步建立和发展“十组”的形式,努力发挥无职党员的作用,收到了良好效果。目前,全县农村建立了2315个党员政工服务组,816个党员参政议事组,816个党员财务审计组,905个党员廉政监察组,2517个党员民事纠纷调解组,2479个党员生产技术指导组,1725个党员山林土地保护组,2417个党员社会治安帮教组,917个党员红白理事组和3705个党群共建双文明组。他们生机勃勃地活跃在全县816个村、5076个农业合作社和90多万农民群众
