2008年11月6日,辽宁省省长陈政高在第5届国际海运(中国)年会上宣布,为保证将大连建成东北亚国际航运中心,5年内政府将为大连港注资100亿元资本金,同时开展辽宁省港口的整合,除营口港外,辽宁省的其他港口包括锦州港、丹东港、葫芦岛港、盘锦港等都要进入大连港集团。此消息一经传出,立刻引起社会各界的关注。此前,大连港试图整合其他港口,但进展并不理想。当时就有不少专家表示,仅仅依靠市场行为,辽宁港口整合会很困难。现在,由于有了政府推手,辽宁港口整合有望在行政干预下完成。尽管大连港集团总经理孙宏表示,该集团与省内其他港口的合作形式多样,有可能涉及股权重组,也可能只是业务层面合作。也有专家表示,尽管大连港迎来了新的发展机遇,但由于资金、地方政府利益以及港口企业的机制体制等方面存在的问题,大连港要想顺利整合其他港口,应该说任重而道远。
