永吉县位于吉林省中东部,幅员面积2625平方公里,辖7个镇6个乡和1个区,217个行政村,41万人口,是一个典型的农业县。全县乡镇共有站、所137个,中小学校158所,事业编制2978名,实有人员2826人。为解决乡镇财政供养人员过多和站、所管理体制不合理的问题,减轻财政和农民负担,巩固税费改革试点工作成果,永吉县结合农村税费改革试点工作,稳妥地推行了乡镇事业单位改革,并取得了较好的成效。
