建设全面学习、终身学习的学习型社会,必须以建设学习型政党来引导和推动,既需要各级党组织率先垂范、形成风气,更需要加强引导、完善机制。党的十七届四中全会从全面推进中国特色社会主义伟大事业和党的建设新的伟大工程的全局出发,提出建设马克思主义学习型政党的重大战略任务,强调要把各级党组织建设成为学习型党组织。2010年2月中共中央办公厅印发了《关于推进学习型党组织建设的意见》通知,要求各地区各部门结合实际认真贯彻执行。建设学习型党组织是建设马克思主义学习型政党的基础工程,具有重大而深远的意义,具有很强的现实针对性和紧迫性。
To build a learning society full of learning and lifelong learning, we must guide and promote the building of a learning party, which requires that party organizations at all levels take the lead and set a good example and need to strengthen guidance and improve the mechanism. Starting from the overall situation of promoting the great cause of socialism with Chinese characteristics and the great new project of party building, the Fourth Plenary Session of the 17th Central Committee of the Party sets forth the major strategic task of building a learning party of Marxism. It emphasizes that party organizations at all levels should be built into Learning party organizations. In February 2010, the CPC Central Committee General Office issued a circular on “Opinions on Promoting the Construction of Learning Party Organizations”, requiring all localities and departments to conscientiously carry it out in light of actual conditions. The construction of a learning party organization is the basic project of building a learning party of Marxism. It is of great and far-reaching significance and has strong pertinence and urgency.
