从市级层面来说,对于许多合法不合理的审批事项无权自主决定取消,因此,该报告指出,减少审批事项的重点要放在以下五个方面:一是清理中央、省以及市级层面已经明确取消的行政审批事项。逐项对照梳理,加大执行检查力度,防止擅自保留、变相保留、“明放暗不放”、“边放边设”、“有形式无内容”等现象。同时,对于合法不合理的审批事项,积极按程序推动取消。
