改革成品油价格机制不能从根本上杜绝“柴油荒”。只要柴油需求快速增长,就不能从根本上杜绝柴油荒,而只能尽量把油荒控制在局部和时间短暂。
Reform of refined oil price mechanism can not fundamentally eliminate “diesel shortage ”. As long as the rapid growth of diesel demand, we can not fundamentally eliminate the shortage of diesel, but only try to control the shortage of oil shortages and local time.
