国内外的无数事例,其中包括我们航空工业不久前在新机研制中发生的事故一再表明,影响飞行安全的因素往往不是难以克服的技术难题,而是人为因素,或者进一步说是组织因素。本文是张宝珍同志根据几篇国外资料综合编著的,虽然所举事例大多出自民航、空军等部门,但其论点,对我们科研、生产部门是同样适用的。编辑理解,文中所提到的“组织”,我们常统称为“单位”、“部门”等;而“文化”,则包含着“精神”、“作风”、“传统”等意义。
Numerous examples both at home and abroad, including those that occurred in the development of new aircraft not long ago by our aviation industry, have repeatedly shown that the factors that affect flight safety are often not insurmountable technical problems, but are human factors or, further, organizational factors. This article is compiled by Comrade Zhang Baoshen on the basis of several foreign materials. Although most of the cited examples are from civil aviation, air force and other departments, their arguments are equally applicable to our scientific research and production departments. The editor understands that the “organizations” mentioned in the text are often referred to as “units” and “departments”, while “culture” implies the meaning of “spirit”, “style of work” and “tradition.”
