随着抗日武装力量的不断发展和战争规模的扩大,单靠战场缴获武器装备来装备部队已经远远满足不了作战需要了。所以,为了保证部队不断得到军火接济,中央军委电告八路军总部:“我们必须在一年内增加步枪一万支,主要方法是自己制造。”根据军委指示,八路军总司令朱德和副总司令彭德怀经过反复酝酿,决定建立八路军自己的兵工厂,这个任务就交给了时任八路军副参谋长的左权。
