报载,武汉市人大代表倪体洲、高训禧提出,交通执法的目的是为了引导市民遵守交通规则,维护交通秩序,应以批评教育为主,处罚为辅,不能以罚代管,把罚款当作创收手段。有方家云,这个问题提得好,但还不够,还应当把利用交通执法创收问题上升到“严禁”的层面上。如果所有的行政执法都像交通执法这样把“罚款”当作目标,我们的社会岂不是要各种罚款满天飞?
