从古典自由主义到后华盛顿共识,通过政府与市场关系的变迁轨迹,该文认为政府与市场之间并非一种简单的此消彼长的对立关系,而应保持恰到好处的动态的平衡。鉴于中国市场经济独特的发展道路与现实国情,适当借鉴东亚的政府主导发展型模式的成功经验,在现阶段,在充分发挥市场激励约束机制和市场配置资源的基础性作用的同时,必须强调政府主导作用的有效发挥。为此,还需进一步思考如何加强政府的制度建设和执政能力建设,如何使这种平衡与时俱进。
From the classical liberalism to the post-Washington consensus, through the changing trajectory of the relationship between government and market, this paper argues that the government and the market are not a simple counter-balance between the two sides. Instead, they should maintain a proper dynamic equilibrium.
