全面推进素质教育，是我国教育事业未来发展的大政方针。为使素质教育落在实处，不同类型及不同层次的 教育应当采取不同的措施和方法，充分体现自身的特点和优势。电大主要以成人为教育对象，以远程开放教育为特色， 在素质教育的推行中，应当着重做好以下几个方面的工作：在突出培养应用型人才的办学方向的同时，在培养对象的知 识和能力结构的完善方面多下功夫，是发展电大教育的根本措施。自身综合素质的不断提高已成为每个现代人所应有 的生活理念，终身教育是现代教育的趋势和特征，职业教育更是被看作提高从业人员素质的有效途径，这就为电大大力 发展继续教育提供了一个巨大的空间。建设有电大特色的高素质教师队伍，是教学质量得以保证，素质教育得以施行的 重要前提。在教学手段和教学形式的选用和改进中，要切实树立教育服务观念，要以高效率、高质量地服务于社会、服务 于学习者为宗旨。
