翻阅报章,读到一条有关美国Calpers基金撤出亚洲4国的消息。据报道,掌控着1510亿美元巨资的全球最大退休基金“加州公务员退休计划”(Calpers),最近宣布将出售在菲律宾、泰国、印尼和马来西亚4个东南亚国家持有的所有资产,即暂时撤出这些国家。据Calpers表示,其退出是出于“社会责任(SociallyResponsible)投资”的考虑。Calpers所奉行的新投资准则,包括检查人权、劳工标准,以至涵盖民主进程与公平法制的政治稳定性因素。还有包括新闻自由程度和会计帐目是否清楚的社会性因素,根据这样的新投资准则,这些国家未能符合融合社会道德与金融因素的新投资标准,因此Calpers决定退出。
Read the newspaper, read a message about the withdrawal of the United States Calpers Fund from four Asian countries. It is reported that Calpers, the world's largest pension fund that controls a total of 151 billion U.S. dollars, recently announced that it will sell all assets held by four Southeast Asian countries in the Philippines, Thailand, Indonesia and Malaysia, namely Temporarily withdraw from these countries. According to Calpers, its exit is based on “Socially Responsible Investment.” The new investment guidelines that Calpers pursues include examining human rights, labor standards and even the political stability that encompasses democratic processes and fair legal systems. And with the social factors including the degree of freedom of the press and the accounting books, Calpers decided to withdraw from these new investment guidelines that failed to meet the new investment criteria that integrate social ethics and financial factors.
