苏州国家高新技术产业开发区于2001年开始推行政府采购制度。2004年完成政府采购额140730万元,比上年增加112927万元,节约采购资金12402万元,公开招标比例达97%。今年1至9月完成政府采购额56458万元,节约采购资金5821万元,公开招标比例达95%。经过五年的政府采购历程,“阳光工程”的建设不仅得到了各采购单位的认可,而且还得到了苏州市政府采购管理部门的肯定。但由于工作起步较晚,采购量增长较快,实际工作中遇到的主要问题有:
Suzhou National Hi-Tech Industrial Development Zone in 2001 began the implementation of government procurement system. In 2004, the government procurement amount was 1407300000 yuan, an increase of 1129270000 yuan over the previous year, saving procurement of 12420000 yuan, the open bidding ratio of 97%. From January to September this year, it completed 564.58 million yuan of government procurement, saving 58.21 million yuan of purchasing funds and 95% of the open bidding. After five years of government procurement process, the construction of Sunshine Project has not only been approved by purchasing agencies, but also affirmed by Suzhou Municipal Government Procurement Management Department.
