近年来,中俄两方在贸易中不断发生摩擦,尤其以“灰色清关”问题最为严重。该问题已逐渐成为制约两国贸易发展的瓶颈,它的存在反映了两国贸易制度背后隐藏更多的不完善之处。“灰色清关”危害着两国的经济利益,要解决这个问题,需要两方通力合作,在加强贸易交流的基础上,为适应新形势发展,中国企业需要努力转变经贸出口观念,以及转变贸易策略,着力寻找相适应的经营模式,加强自律,此外,我国政府要加强同俄方政府的合作洽谈,要求俄方适当降低关税,以增加两国贸易的可行性。
In recent years, China and Russia have been constantly encountering friction in their trade. In particular, the issue of “gray customs clearance” is the most serious one. This issue has gradually become a bottleneck restricting the development of trade between the two countries.
