二十年来,公安事业的发展是以邓小平理论为指导,不断更新观念,不断实践探索的结果。 迄今为止,一个既适应动态治安特点,具有快速反应能力,又保持传统警务的先发式优势,给严打战略的内容与方法注入新内涵的新的警务机制已逐步形成。 队伍管理正逐步向正规化、现代化迈进。 公安立法建设取得长足进步;执法监督力度逐步加大;法制观念的逐步确立带动公安工作出现可喜变化;管理与服务并重、公安办事制度、尊重人民民主权利等新气象在发育成长。 为完成新形势下日益艰巨的公安工作任务,必须进一步加强理论研究工作。
In the past 20 years, the development of public security undertakings has been guided by Deng Xiaoping Theory as a guide, constantly updating concepts and continuously practicing the results of exploration. So far, a new police mechanism that not only adapts to the characteristics of dynamic law and order, but also has the quick reaction capability while maintaining the preconceived advantages of traditional policing has been gradually formed to inject new meaning into the contents and methods of the crackdown. Team management is gradually becoming more formalized and modernized. Public security legislation made great strides in progress; law enforcement and supervision efforts have been gradually stepped up; the gradual establishment of the concept of legal system has led to a welcome change in public security work; the same management and service, public security system and respect for people’s democratic rights and other new meteorological development and growth. In order to accomplish the increasingly arduous task of public security work in the new situation, we must further strengthen theoretical research.
