兹将本省六、七月份主要工作情况,分别报告如下:一、夏季农业生产与防汛工作。今年夏季农业生产是在胜利渡过春荒的基础上进行的。由于各级政府重视夏季生产的领导,进一步贯澈了正确的生产政策,群众生产情绪高涨,又加雨水尚称调匀,收割、锄草及时,社会秩序较好,现全省夏收、夏种业已结束。全省麦收平均约在七成至八成左右。六月中旬至七月上旬,各地普雨,夏种、补种结束。一般地区秋禾简称旺盛,秋收可望。但由于今年雨季较早,部份地区又遭受新灾。据不完整的材料,全省约有八百三十余万亩土地,受到轻重不同的灾害。其中尤以七月中旬水灾为害最烈,受灾较重的面积达百余万亩,如就各地报告曾受水灾的面积则达二百三十余万亩,又以临沂专署为最重,被淹地达八十余万亩,内三十余万亩秋禾全毁,全省有近千余村庄遭受雹灾,以及各地先后发生轻重不同的虫灾,其中以蝗虫较为普遍。因此,部份地区灾情又见上升,至七月底,全省缺粮、断粮灾民已达四百一十万人,必须予以扶持与救济者约一百六十余万人。灾害发生后,受灾地区各级政府均立即组织力量,领导群众进行抢救急赈,安抚灾胞,排水、补种晚秋作物,捕打害虫,以减轻灾害,争取秋收。
