牢固树立和全面落实科学发展观,对于全面开创和推进新世纪司法行政事业,具有重大而深远的意义。扎实抓好基层司法调解工作,筑牢社会“第一道防线”是贯彻落实党中央国务院维护社会稳定等一系列政策而采取的一项重大的举措。特别是在2006年博乐市开展基层司法调解“一案一补”工作以来,极大地调动了广大基层司法调解员的积极性。充分发挥“有纠纷去调解,有上访找司法”的作用,同时基层司法系统积极加强与法院、公安、劳动与保障、信访等部门的协调合作,初步建立以基层司法调解为基础,与行政调解、司法调解、行业调解、社团调解、仲裁调解相互协调联动的工作机制在博乐市范围内开展矛盾纠纷排查调处、治安混乱地区突出问题排查整治活动,取得了良好社会效果。回顾博乐市基层司法调解工作走过的历程,我们更加深刻地体会到,只有准确把握科学发展观的内涵,用科学发展观统领司法行政工作发展创新,才能确保各项工作持续健康发展。通过对基层司法调解工作的走访、调研、分析,当前在博乐市建立“大调解”工作机制成为创新发展基层司法调解工作的当务之急。

We must do a good job in grassroots judicial mediation and build a solid society. The “first line of defense” is a major measure taken to implement the series of policies of the Party Central Committee and the State Council in maintaining social stability. In particular, since the Bole district started the mediation of grassroots justice in 2006, it has greatly mobilized the enthusiasm of the majority of grassroots judicial mediators. Give full play to the role of “having disputes to mediate and petitioning for justice.” At the same time, the grassroots judicial system has actively strengthened coordination and cooperation with courts, public security, labor and security, letters and visits and other departments, and initially established a system based on judicial mediation at the grassroots level. Administrative mediation, judicial mediation, industry mediation, social mediation, arbitration and mediation work in coordination with each other in the context of Bole within the framework of investigation and mediation of conflicts and disputes, highlighting the problems of public order and chaos in areas of safety inspection and rectification activities, and achieved good social results. Looking back at the course of judicial mediation at the grassroots level in Bole, we have learned more profoundly that only by grasping exactly the connotation of the scientific concept of development and by directing the administration of justice through scientific concept of development can we ensure the sustained and healthy development of all our work. Through the visits, investigations and analyzes of the grassroots judicial mediation work, the current establishment of the working mechanism of “major mediation” in Bole has become the top priority of innovation and development of grassroots judicial mediation.
