黑河引水一期工程初设及黑河水库选坝审查会议于1986年6月16至25日在西安市户县召开。会议由陕西省计委和西安市城乡建委组织。参加单位有城乡建设部、水电部、陕西省西安市有关单位,在西安的有关勘测设计单位及高等院校共计51个单位100多名代表,我院派规划、地质和水工专业人员参加。张富春副市长主持了会议,张斌副省长到会讲了话 黑河引水工程的修建是西安市的一件大事,它关系到西安市工业和旅游事业的发展及人民生活的改善。目前西安市缺水情况较严重,致使地下水过量开采,其后果将会造成地面沉降和已有地震缝的加剧。中央和省、市都非常关心这一工程的修建。
The first phase of the Heihe Water Diversion Project and the review meeting of the Heihe reservoir selection dam were held in Huxian County, Xi’an from June 16 to June 25, 1986. The meeting was organized by Shaanxi Provincial Planning Commission and Xi’an Urban and Rural Construction Commission. The participating units include the Ministry of Urban and Rural Construction, the Ministry of Water and Electricity, the relevant units in Xi’an of Shaanxi Province, the survey and design institutes in Xi’an and institutions of higher learning totaling more than 100 delegates from 51 units. The institute sent planning, geological and hydraulic professionals to attend. Vice Mayor Zhang Fuchun presided over the meeting. Zhang Bin, vice governor arrived at the meeting. The construction of the Heihe River diversion project is a major event in Xi’an. It is related to the development of Xi’an’s industrial and tourism industries and the improvement of people’s lives. At present, the water shortage situation in Xi’an is more serious, resulting in over-exploitation of groundwater. As a result, land subsidence and seizure of existing seams will be aggravated. The central government and provincial and municipal governments are very concerned about the construction of this project.
