据介绍,中国加入 WTO 的整套文件,包括人世议定书、世贸中国工作组报告及人世议定书附件1-9。附件9的名称是《服务贸易具体承诺减让表》,共涉及149项。《服务贸易具体承诺减让表》是一张规范合同,每一个加入世贸的成员,均应在这张减让表中做出各自的承诺。在“乌拉圭回合”谈判中,成员方就服务领域开放作出了承诺,其中发达国成员承诺开放的部门占所有服务部门的64%,经济转型成员占52%,发展中国家成员占16%。成员方还承诺,将就服务部门的贸易自由化继续谈判。现特介绍中国入世后承诺开放的71个服务领域。
According to reports, China’s accession to the WTO package of documents, including the World Cup Protocol, the World Trade Organization Working Group report and the World Summit on the Protocol Annex 1-9. The name of Annex 9 is “Schedule of Specific Commitments in Trade in Services,” for a total of 149 items. The Schedule of Specific Commitments for Trade in Services is a canonical contract. Each member joining the WTO should make its own commitments in this schedule. During the Uruguay Round negotiations, members made commitments on the opening up of service areas, in which developed countries committed 64% of all service sectors, 52% of economic transition members and 16% of developing countries to promised to open up. . Members also promised to continue negotiations on trade liberalization in the service sector. We hereby introduce 71 service areas promised to be open after China’s accession to the WTO.
